we can do it...Madigascar went from poor local towns to tourism towns making local citizens money and giving local citizens an increased quality of life by protecting their natural resources, (becoming conservationists).  Just think of the poor towns in the Middle East, Africa, Asia...where peace and tourism would help increase the quality of life of locals.
